RULES / GUIDELINES: Home Energy Assistance program (HEA)

After eligibility review and enrollment by Community Action Program, the client will be assigned a trained CAP auditor to visit the home to inspect and evaluate the home for the most cost effective measures to install.

  • There is no fee / costs to the HEA enrolled client.

  • A full inspection audit and testing for energy efficient space heating measures will be conducted.

  • Heating equipment efficiency and safety are evaluated and improvements and repairs can be funded w/ related program aide.

  • Inpections are conducted and measures proposed for water heating, lighting and refrigeration efficiency are considered.

  • Mechanical ventilation / bath fans are evaluated for effectiveness.

  • CAP / WAP incentives are disbursed according to cost effective packages of measures. Packages consist of various individual air sealing and insulation measures. Packages must be agreed to in whole, individual measures proposed by CAP auditor cannot be refused w/out jeopardizing the entire package of improvements.
